Do I need a full B.Tech or is a diploma enough?

Both routes work. A diploma in instrumentation gets you into calibration, maintenance and commissioning roles, and many people build strong careers from there. A B.Tech can open design and senior-engineer tracks sooner. What matters most over time is hands-on experience with real control systems.

Is this the same as an electrical engineer?

No, though the fields overlap. Electrical engineers focus on power, distribution and machines. I&C engineers focus on measuring process variables and controlling them through sensors, controllers and logic. In a fab you often work alongside electrical teams but own a different problem.
